transfers. Apple says it won't charge any transfer fees if you use a debit card to fund Pay Cash, but there will be an "industry standard" fee for credit cards. The company isn't explicitly saying how much, though.
The first time someone sends you money, you will opt in to be issued a new virtual Apple Pay Cash card. The virtual card is needed to allow Apple to make the money transfers instant, which they are - you can immediately spend what you receive via Apple Pay Cash. However, the virtual card only works to send money or pay for things via Apple Pay.
