First, you need to unlock your Pixel 3 bootloader. Luckily, we have a handy walkthrough of that process here.

Next, you'll need to gain root access. We don't have a walkthrough for that, but the instructions at XDA Developers are easy enough to follow.

Finally, you'll need to install Magisk and install and enable the Edge Sense Plus module. Once done, you'll be able to fully customize Active Edge to your liking.

If this is too technical for you, unfortunately, you're going to likely be stuck with Google's locked-down Active Edge for the time being, as without root access you can't control anything about Active Edge.
